Not all individual BCM entities are forbidden from soliciting help beyond the Associational budget.  Norman and Stillwater both have freedom to do so.

It would only make sense, given Tulsa's metro culture and our particular funding issues, that the state would give them the freedom to do so here as well.  One can only wonder why this has not happened already...</description>
